The Emergency Management Accreditation Program (EMAP) is pleased to announce the public review and comment period for the Proposed 2013 Emergency Management Standard by EMAP (click here to go to the comment form). The Canadian Standard Association technical committee responsible for the Z1600 standard for emergency management and business continuity programs is working hard on an updated draft which will soon be released for public review. The technical committee members provide a balanced mix of public and private sector emergency management and business continuity professionals. Here are a few highlights from the meeting and a video summary from Committee chairman Graeme Jannaway.

  • The upgrades will focus on realignment of the sections for clarity and simplicity to make the next version easier for users to apply
  • Annex material may be included next to the sections to which they pertain

Although Canada has the Canadian Standards Association Z1600 standard for emergency management and business continuity programs, I thought you might be interested in the release of this ISO standard. You should be aware that some of the Z1600 technical committee members are involved with the ISO technical committee and concepts included in the ISO standard are reviewed and considered for the Canadian standard. The following text was taken from the ISO News.

To minimize the impact of disasters, terrorist attacks and other major incidents, ISO has published a new standard for emergency management and incident response. ISO 22320:2011, Societal security - Emergency management - Requirements for incident response, will help save lives, mitigate harm and damage and ensure continuity of basic services such as health, rescue services, water and food supplies, and electricity and fuel delivery.

The current version of the Canadian Standards Association Z1600 standard for emergency management and business continuity programs requires one to have a process to conduct a "Situation Analysis" to support response and recovery operations. Can you tell us about the process or methodology your organization uses.

As a member of the Canadian Standards Association Technical Committee for the Z1600 emergency management and business continuity standard, I would apreciate your input on this question about the process you use to conduct a situation analysis. I thought it appropriate to reference this capability based planning initiative in the standards blog as it is being developed with federal government support and is seen as being applicable to public and private sector response plans in Canada.

This Z1600 meeting will provide technical committee members with updates on other leading standards such as NFPA 1600 and international standards. The committee will consider recommendations for upgrading Canada's emergency management and business continuity standard and also revisions to the CSA Z731 standard.

This important conference produced a 2nd edition of the Canadian, "Emergency Management Framework for Canada" first published in 2008 as well as other worthwhile strategies (my words) regarding a host of emergency management topics. I recommend that you take the time to download and safe these for future reference. In a 'nutshell' this shows one of the most progressive moves on the part of these Ministers.
