I am conducting a 15 min.survey on: inclusion of community groups in the development of community preparedness programs-refers to FEMA’s ‘Whole Community’ approach to Em Mgt. Survey is structured to apply to any community and will benefit if filled out by a broader spectrum of participants-pass along to other community leaders. Thanks Deane for posting this survey on PTSC-Online. I trust you will get a good response and I look forward to seeing the results of the survey and your thesis. 

For those who are not familiar with the "Whole Community Approach to Emergency Management"  this link provides some information on the program in the PTSC-Online wiki.

I completed your survey Deane and I look forward to seeing the results. I often hear municial emergency management programs don't have sufficient resources, but are they overlooking the volunteer resources whch the "Whole Commnity" approach to emergency management would encourage them to make better use of?  

I am aware of one community where the local amateur radio operators organization would very much like to be included in their community emergency management program but they are not having much success in being recognized as a resource.  Contrast that with anther emergency manager who told me the time and expense he invested in working with local amateur radio operators was one of the best investments he made because of the knowledge and skills they brought in addition to the communication service they provided. 

From my perspective, anything emergency managers can do to involve volunteers and the public is positive.
