EOC - Emergency Operations Centre

When I started using Google Wave, I thought it would make an excellent tool to support emergency management communications and the virtual EOC concept. With wave, multiple users could simultaneously edit a structured outline type document to gather information about an incident and the response to simultaneously share information with all involved. My reason for sharing this is to ask what your tool of choice would be to virtually share information to support response to an incident.

We hear about some great software... and I have seen many of the applications that can help us share information, fill request and build overall situational awareness, but is this really an EOC? What make something an EOC? I think we have to go back to the basics and ask ourselves about the core functionality and purpose of an EOC. For agencies/organizations that are spread out geographically they may never be able to pull staff together to activate an EOC, but what can they do and is it an EOC?

I can share some more ideas around this... but thought I would first post this to see if there is the interest to explore the topic let me know and we can continue on...
