Two new features were recently aded to the NFPA Canada group space ( a community within PTSC-Online ) which significantly increases the opportunity for Canadians to comment on the NFPA - Canada blog articles, calendar entries and discussion forums.
Sean Tracey asked me to fully implement the new features which were made available within IGLOO on line communties with last weekend's upgrade, in the NFPA Canada group space. NFPA provides free codes and standards advisory services to Authorities Having Jurisdiction (AHJs) and NFPA members. This service has just been expanded to include technical committee members.
It can be frustrating at times to find answers to how to apply NFPA codes and standards as well as getting clarification on the intent of these standards. NFPA has always provided a complimentary advisory service for AHJs and NFPA members. This service is now being expeanded to include technical committee members.
To take advantage of these services you need only email your questin to the NFPA staff laision or by using the standard number in an email to NFPA e.g. nfpa13@nfpa.org for NFPA 13…

NFPA has been providing feedback to the OAFC in their development of a Guide for fire plan approval of Care Occupancies. NFPA has completed a presentation on this at the recent OMFPA Conference. A second 3 hour presentation is also to be delivered at the BC Fire Prevention Officers Conference in Langley, BC on 4 May.

The approval of fire safety plans for care occupancies has the potential to place local fire safety officials and their communities in a liable position should a fire occur. There are very few tools to assess these plans and often they fail catastrophically during fire incidents. Using experiences from recent Ontario fatal and near fatal fires the Ontario Association of Fire Chiefs has developed a Guideline for the approval of these plans. NFPA Signs MOU with Partners in Protection to Help Protect Canadians from Wildfires

As wildfire risk continues to be a growing problem throughout North America, the National Fire Protection Association (NFPA), today announced a formalized relationship with Partners in Protection (PiP), a Canadian non-profit association focused on reducing wildland fire loss. The two organizations have been involved with wildland fire safety issues over the past several decades, and will support each other’s missions to further protect people and property at risk from wildland fires.

Wood Industry in BC to Review Risks in Increasing B3 Care Occupancies to 4 Storeys

The wood industry in BC has commissioned an RFP to look at the risks of increasing the height limiations. essentially prior to the recent code changes care occuapncis in BC were considered type C occupancies and thus permitted to be vuilt of combustible construction to 4 storeys. The recent change in BC and in the NBC introduces the new B3 classifaciton and restricts this to 4 storeys in height. The study will attempt to quantify the added risks and make a policy recommendation.
Just some initial concerns: (Please add comments as you see fit.)
- What is the past history of loss? NFPA has a few fire investigations that are relevant. The Ste. Genevieve QC Board and Care fire that killed 7 residents in 1996.
- Approval of Fire Safety Plans. (I have attached an OAFC guideline they have prepared on this subject.) There is little guidance in the BC FC on this.
- Wil this be permitted in communities with an aerial device?
- Evacuation Capabilities (better to use term capability…

NFPA's Wildland Fire Operations Division is calling for RFPs. The project is set for completion by the end of 2011.
The NFPA Wildland Fire Operations Division has been collaborating with the Fire Protection Research Foundation to issue a Request for Proposals (RFP) on "Addressing Community Wildfire Risk: A Review and Assessment of Regulatory and Planning Tools". The purpose of the study is to better understand the scope and effectiveness of regulations and planning tools used to mitigate the risk of wildfire to residents and property. This shall be a conference to explore key issues in preparing homes and neighbourhoods to cope with brush, grass, and forest fires. Deadline for submissions is April 18, 2011.
