What is the scale of the evacuation and why are you doing it?
Shortly after Katrina I was asked to look at evacuating the "City of Calgary". This ended when I asked "why" would we evacuate. We do not get the hurricanes etc. here that happen elsewhere, hence, any evacuation situation would likely involve something like a pandemic which would affect other communities and therefore, we would have no safe place to go.
I looked at evacuating parts of the city and the big issues were how do we notify (broadcast, language, time of day etc.) folks in a timely manner and the most vulnerable areas were under development and road access was an issue.
Not an easy undertaking.

I see this posting was a few months ago now... but I am in the process of re-developing and updating our community-based evacuation course. I have access to some materials and research I can pass along, but might need to get a better idea of what you are looking. Feel free to get in touch.
