  • Patrice Cloutier is a communicator specializing in crisis communications and emergency management.
    Patrice was the principal strategic communications planner for the Integrated Security Unit that was tasked with ensuring safe and secure G8 and G20 summits in Ontario in 2010.
    Prior to that, Mr. Cloutier coordinated the planning and delivery of emergency information at the provincial government.
    He is also a guest instructor at the OPP and the Canadian Emergency Management College and a former member of the Canadian Forces reserves (infantry).
    His main interest is to promote the sharing of best practices in the planning and delivery of emergency information within the IMS.

  • Here a little bit about my Emergency Management background:
    I was 4 years Captain of a Unit at the Fire Brigade Bonn/Germany (Specialization: Hazardous Materials), 3-4 years Paramedic and First Aid Teacher for the Malteser Rescue Service in Ratingen/Germany and 2 years Deputy-Chief of the Group Situation Center of the Deutsche Telekom AG.
    I built up the worldwide acting Group Situation Center for the Deutsche Telekom AG with 2 of my coleagues and developed the whole shift schedules and processes for the department. Within the next 2 years I worked together with all other big Stock Exchange companies, several government authorities and different public or government organisations accross Europe to build up a cooperative Disaster Management, to share information and do trainings. (One of my favorit projects!)
    I own a university degree as a German Diplom Informatiker (FH) and technical degree as a "Fachinformatiker Systemintegration".
    I speak German, English, French and Chinese and have also eleven years successful experience in IT- and System-Integration, four years experience in business security management and managing projects or smaller units up to 10 people. Here in Ontario I currently volunteer as a MFR for St. John Ambulance. I'm certified in IMS-100 and ISO-27001 and familiar with the CSA-1600 and FEMA IS-42.

    I immigrated to Canada in September 2011 and settled down here in the Waterloo Region. Now I start to build up my career here in this country and want to reach the same level in Emergency and Disaster Management as I reached in Germany.
    Don't ask my why I had done this step to come to Canada, it was a dream, which I fullfilled for me and my wife and now we are here.

    My Emergency Management career began while working for the chemical industry. That is where I had the pleasure of participating in the Partnership Towards Safer Communities program with neighbouring industries and the Township of Woolwich.

    My Emergency Response career started as a volunteer fire fighter with the Woolwich Township Fire Department in St. Jacobs.

    Since then, I have been the Emergency Manager for the County of Perth since September 2005; building a comprehensive emergency management program from the grass roots. It has been a very satisfying experience.

    Currently I sit on the OAEM Board of Directors as the Secretary, and am responsible for the Communications portfolio as Chair. I also chair the PTSC Online Steering Committee.
