Main Purpose & Function
The Coordinator is responsible for performing complex administrative and technical work involving the development and coordination of the City's emergency management programs. Primary responsibilities include Emergency Operations Centre (EOC) readiness and operational planning, though this position also collaborates on a variety of emergency planning initiatives with other staff.
Specific Duties & Responsibilities
The Coordinator leads planning workgroups, risk assessments, after-action reviews/debriefs, and associated training and exercises; is responsible for developing, administering, maintaining and troubleshooting emergency management information systems and other EOC technologies; is involved in close collaboration with other staff in the Office of Emergency Management as well as close liaison with other civic departments, other municipal, provincial and federal government partners, and public and private organizations involved in emergency management; will fulfill duties within the Emergency Operations Centre when activated as well as other duties/responsibilities as assigned.
Qualifications
Education and Experience:
Completion of Grade 12 required, supplemented by courses in emergency management Considerable experience in emergency planning work as well as experience working with emergency management information systems, communications and audio visual technology.
Knowledge, Skills and Abilities:
Considerable knowledge of emergency planning, municipal organization and operations, outside agencies and private organizations that could provide support during a major emergency or disaster, and the planning of emergency response exercises; Working knowledge is required in the following areas: mitigation, emergency planning, response, and recovery, the British Columbia Emergency Response Management System, and Federal and Provincial regulations associated with emergency management; Ability to plan, coordinate, and evaluate exercises to test emergency procedures in simulated conditions; Ability to plan and implement preventative maintenance programs for EOC systems; Ability to write concise, clear technical documents; Ability to write concise, clear emergency plans; Ability to learn new technology with minimal training; Ability to participate in or chair committees comprising of senior personnel from all levels of government, industry, and private organizations; Ability to present views and ideas effectively, both orally and in writing; Ability to develop and deliver training; Ability to successfully meet and deal tactfully and effectively with the public, as well as to maintain harmonious working relationships with civic officials.
An enhanced reliability check security clearance is a requirement of this position.
A valid B.C. driver's licence is required. The licence must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
