Thanks Lynn for posting this manual. I downloaded it to my iPad where I have a better opportunity to review it.  This is an important aspect of emergency management which is sometimes overlooked.

I read it cover to cover and believe it takes a very practical and balanced approach to the subject. Certainly a recommended read for emergency management professionals.
